Ex-CEO of San Bernardino nonprofit indicted, accused of embezzling federal grant funds



The former CEO of two Inland Empire nonprofit organizations, which she allegedly used to steal federal grant funds, pleaded not responsible Tuesday to greater than two dozen felony fees.

Donise Warren, 51, also referred to as Donise Warren-Jackson, of Canyon Lake, was taken into custody Tuesday after a federal indictment was handed down, alleging she diverted over $225,000 to cowl a wide range of private bills. Warren is charged with 15 counts every of embezzlement of presidency property and embezzlement of organizations receiving federal funds.

She made her preliminary look at U.S. District Court in downtown Riverside, the place a Justice of the Peace launched her on a $75,000 bond.

A July 1 trial date was tentatively set within the matter. According to the U.S. Attorney’s Office, Warren served as CEO for San Bernardino-based Citadel Community Development Corp. and government director for its sister nonprofit, Citadel Community Care Facility. Her tenure on the former spanned over seven years, ending in October 2023, and the latter she headed from March 2020 to February 2023.

The mission of CCDC was “to help at-risk people with accessing inexpensive housing, profession companies and schooling companies,” in keeping with a U.S. Attorney’s Office assertion. Prosecutors allege Warren utilized for 3 grants from the U.S. Department of Labor’s Employment and Training Administration, which awarded CCDC six-figure sums.

“Warren allegedly embezzled roughly $101,000 of CCDC’s grant cash and precipitated it for use on wedding ceremony and journey bills, together with a $25,000 fee to her partner’s private bank card,” in keeping with the U.S. Attorney’s Office.

In the case of the neighborhood care facility, Warren sought a U.S. Department of Health & Human Services grant, through the company’s Substance Abuse and Mental Health Services Administration.

“After CCCF was awarded the grant, Warren embezzled roughly $127,500 of the cash to her private Coinbase account, the place she bought numerous cryptocurrencies,” the U.S. Attorney’s Office said.

The case was investigated by the Labor Department’s Office of Inspector General and HHS’ Office of Inspector General.
