Socialist politician Manuel de la Rocha Rubí wonders in eldiario.es why the fitting is attacking the legislation so vehemently:

“For these on the fitting, this isn’t simply one other episode within the struggle towards the federal government. Their resistance can be pushed by the historic burden from which they haven’t but freed themselves. … The goal of the legislation is to deepen recognition of those that suffered persecution or violence through the civil struggle and Franco’s dictatorship, primarily based on the rules of fact, justice, reparation and the assure of non-repetition, as advocated by UN Special Rapporteur Pablo de Greiff in July 2014. … A legislation that for the primary time explicitly repudiates the navy coup of July 1936 and Franco’s dictatorship. … I concern that that is what pains the right-wing opponents of the legislation.”
